A construction worker who repeatedly molested his 14 year-old stepdaughter for the past eight years was arrested by agents of the National Bureau of Investigation (NBI) in Quezon City the other day.
NBI Director Nestor M. Mantaring identified the suspect as WARLITO TOLENTINO CAPISTRANO, 38, resident of Tullahan Bridge, Fairlane, Fairview, Quezon City.
Investigation of the Special Task Force (STF) under Head Agent Arnel Dalumpines disclosed that suspect Capistrano started sexually abusing Melanie (not her real name) in 1999 in their residence in Tandang Sora, Quezon City. Suspect took advantage of the victim who was 6 year-old then and could not resist suspect’s bestial desire as she was also threatened to be killed as well as grandparents if she would not give in.
Victim alleged that they were seen once by her grandmother who immediately took her away and brought her to the residence of one Liliosa Rodrigo in Fairview, Quezon City. After sometime, her mother and the suspect joined them in Fairview, Quezon City. For fear that suspect might make good his threat, she did not reveal her ordeal to her mother.
They moved to Tullahan Bridge, Fairlane, Fairview Quezon City in 2001 and suspect continued to molest her. The sexual abuses happened while the victim and siblings were asleep and their mother was away from home. Sexual abuses on Melanie was repeated for about 50 times from 2001 and stopped in 2003 when she and grandmother went to Agusan del Sur. They returned to Tullahan, Fairview, Quezon Ctiy in May 2008.
On July 15 to 21, 2008, suspect, by force and intimidation was able to have sexual intercourse with Melanie. This incident was repeated in the early morning of September 2, 2008. After the incident, she was able to muster enough courage and reveal her ordeal to his uncle who advised her to file a complaint against her stepfather before the NBI. On September 2, 2008, she was accompanied by Rodrigo in filing a complaint.
Acting on the complaint, NBI-STF operatives went to their residence in Fairview Quezon City and arrested suspect Capistrano who resisted arrest but was subdued. Medico-genital examination was conducted on the victim which showed healed hymenal lacerations. The following day, Capistrano was presented for inquest before the Department of Justice for violations of Article 226-A (Rape), as amended, in relation to R.A No. 7610 (Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act). He is presently detained at the NBI jail.
