The newly designated officer-in-charge of the National Bureau of Investigation (NBI) assumed office today.

Justice Secretary Leila M. De Lima named Nonnatus Caesar R. Rojas, State Prosecutor of Region 1. The new NBI OIC is a law graduate of San Beda College and started his practice in 1994. He is the son of former NBI Deputy Director Mariano Rojas.

In DOJ Department Order No. 055, Secretary De Lima said that "Such designation shall not include the power to act on matters involving policy determination, approval of long-term contracts and transactions, appointment and firing of personnel, and other matters which, by their nature, are essentially within the authority of the Secretary of Justice".

Rojas arrived before 8:00 AM today at the NBI main office grounds for the flag raising ceremony attended by bureau officials and employees. He was introduced by Atty. Rickson L. Chiong, Deputy Director for Administrative Services.

In his speech, Rojas expressed elation for having been designated OIC by Secretary De Lima. He said that he is fully aware of the parameters as an OIC. He said that he will do his utmost to discharge his duties in the interest of lawful service and called on everyone to do their respective work relative thereto.

The OIC also exhorted all bureau personnel to leave a legacy that one and his family can be proud of. He stressed that he has always been a low-key individual and have always been for the concern of the lowly government employees. Rojas also said that as he begins his work at the NBI, he will attend to the bureau's priorities, especially on projects to enhance the bureau's frontline services.
