POLICY STATEMENT OF DDROS

To my colleagues in the different field offices nationwide:

We are in the 2nd year into the six-year administration of President BENIGNO SIMEON C. AQUINO III. Using the presidential pronouncement of ‘matuwid na daan’ as our north star, let us be reminded of the precepts of public service, inter alia: As public servants, we are at all times accountable to the people and we must live within our means.  What we do or undo, mirror not only ourselves, but also the institution we represent.  With this declaration as our guiding beacon, we cannot go astray.  So, as your new Deputy Director for Regional Operations Services, kindly allow me to lead our pledge:

We resolve, despite our human frailties, to be exemplars of the virtues of Nobility, Bravery and Integrity.

In the 1st book (The Earth Book) of the Book of 5 Rings [‘Go Rin No Sho’] by Miyamoto Mushashi, “It is said the warrior’s way is the two fold way of the pen and the sword and he should have a taste for both ways.” Mushashi, considered to be the Japanese counterpart of Sun Tzu, was perhaps the greatest samurai of all Feudal Japan.  He triumphed in all sixty (60) duels before reaching the age of 30.  He then, spent the next three decades contemplating and exploring, until he wrote the Book of Five Rings – the Japanese equivalent of the Chinese Art of War.

As we reminisce our glorious past, let us not delude ourselves of the notion that we still claim the title as the premier investigation agency of the country.  For professionalism demands that we must be proficient in both communication and investigative/analytical aspects of our labor.  Indeed, to be victorious over our adversaries, we need to be proactive and not reactive.  Ergo, let us not contend ourselves with cases assigned to us in the usual process but rather, we should make it a regular practice to build/develop cases by reaching out to our fellowmen with sincere eagerness coupled with competence and humility in the fulfillment of our mandate.  To achieve this, the urge to hone our skills (investigative and intelligence) is ever mounting

Mayroon tayong kasabihan: “Kapag ayaw, maraming dahilan; kapag gusto, maraming paraan.”  In our quest to reclaim the label as the foremost criminal investigation agency, let us live out my motto:

“THERE ARE NO PROBLEMS WE CANNOT SOLVE TOGETHER AND VERY FEW ONES SEPARATELY.”
