EXECUTIVE SUMMARY

PO1 MAUKAEL OLIVER DICAY y ENANO – Kidnapping for Ransom

 

            On June 27, 2012 – employees of PHARMA NUTRIA N. A. Davao came to the office of NBI-Region XI and reported that one of their Medical Representative was kidnapped by unidentified armed men while the victim was about to board her Toyota Vios near the Davao Doctors Hospital.  That later, the person who abducted the victim demanded the amount of Seventy Thousand Pesos (Php70,000.00) in exchange of liberty.

            Upon receipt of the report, the demand for ransom was monitored and controlled by NBI–Region XI operatives and caused the kidnapper/s demand for ransom be deposited through Money Transfer Agent and the victim be the one to collect it.  At past four in the afternoon, Kidnapper and the Victim were seen moving towards Matina Crossing. After ascertaining the safety and security of the Victim, operatives immediately moved and successfully rescued the victim and arrested the Kidnapper later was identified as PO1 MAUKAEL OLIVER DICAY y ENANO of Regional Public Safety Battalion in Region XI.

            Few hours after his arrest, another victim came to the NBI Office and pointed to Subject DICAY as the one who kidnapped her last June 25, 2012 while she was about to board her vehicle parked near Humberto Hotel when the Subject accosted her at gun point, detained her and demanded for money and jewelry for her liberty.
